We're pleased to bring you news of another major milestone towards the full preservation of the High Line at the West Side Rail Yards. The Department of City Planning announced today that it has certified the City's application for approval of future acquisition of the High Line above 30th Street.

This certification kicks off the seven-month Uniform Land Use Review Procedure (ULURP), during which there will be several opportunities for public input. Along the way, we hope you will come out and show your support for the High Line's preservation, as you have so many times before. We will push for the City to take ownership of the High Line and ensure that its future is determined by the public.

Though today's announcement does not guarantee preservation of the High Line, the City's move toward High Line acquisition is a major positive step towards achieving our ultimate goals: full preservation of the historic structure north of 30th Street, including the 10th Avenue Spur, and completion of the High Line project all the way to 34th Street.

We were recently lucky enough to speak with a former New York Central Railroad employee named Ed Devlin. Sixty years ago, Ed worked at the rail yards that fed onto the High Line when it was part of a working railroad. He was kind enough to share his memories from long before the park in the sky was ever known as the High Line.

ED: It was 1949, and I had just come out of the Marine Corps. I worked at New York Central from 1949 to 1953. My hours were 6:00 PM to 2:00 AM – devastating hours for a newlywed. Approximately once a week, I'd be sent over to the rail yards at 10th to 12th  Avenue in the west 70's. My job was just to look at the freight train as it went by.

I would stand there near a spotlight and do two things. I had to write down the name of each freight car – New York Central, Bangor & Maine, Pennsylvania Railroad, Santa Fe, etc. – and the number on the car, which had something like nine or ten digits. And even though the train was moving at maybe eight or nine miles an hour, it went by fast. It was tricky. I had to remember the names and numbers and write quickly.

At first I wondered why I was doing this. And then I found out that each railroad would charge the other railroads a passage fee for using their tracks. Additionally, it was important to make sure the cars were in the right order for every building scheduled for the drop. The cars' numbers related to their proper order.

We just received word of an exciting development at the West Side Rail Yards. The Department of City Planning has announced that the City will initiate the process to allow it to acquire the High Line above 30th Street.

The City's decision to pursue the authority to the High Line is a major step towards achieving our ultimate goals: full preservation of the historic structure north of 30th Street, including the 10th Avenue Spur, and completion of the High Line project all the way to 34th Street.

We need your support tomorrow at the Community Board 4 public forum on the Western Rail Yards. Even as we open the first section of the High Line as a public park today, one-third of the structure still has an uncertain future, and may be partially demolished. Come help us show the City, developer and the MTA that the preservation of the entire historic High Line must be made a priority at the Rail Yards.
